East Suffolk Council has published its September 2025 Housing Position Statement. The report confirms that the East Suffolk housing land supply has fallen to just 3 years. For developers, landowners and architects, this is excellent news. It opens the door for new housing proposals, especially speculative applications and cluster housing schemes in the countryside.

Under the National Planning Policy Framework (NPPF), local authorities must show a deliverable 5 year supply of housing land. When they cannot, Paragraph 11(d) applies. This is known as the tilted balance.
